The RCC stopped doing adoptions because it was accepting state money. If they were like LDS social services, that doesn't accept state money, they could have continued.
And Bishops not allowed to perform weddings...doesn't change the fact that the LDS church still does weddings in the Temple in Boston. We do have clergy licensed by the state. The state doesn't distinguish between bishops and sealers, they just see clergy. The restrictions placed on temple patrons doesn't bother the state at all. Are you sure this isn't just hear-say? It makes no sense to me. Proxy weddings aren't recognized by the state anyway so it wouldn't affect our work for the dead.
